Request for Proposals of Design and Construction Services

Request for Proposals (RFP) for the design and construction opportunities within RWJBarnabas Health (RWJBH) facilities is a formal solicitation issued by RWJBH to invite qualified firms to submit proposals. This RFP process is critical in selecting design and construction teams that can meet the complex needs and stringent standards of our healthcare environments. This process aims to foster competitive bidding, ensuring that the selected firm is capable of delivering a project that aligns with RWJBH’s vision, budget, and timeline, ultimately enhancing patient care and operational effectiveness. RWJBH encourages minority and disadvantaged business enterprises to participate in the process.

Prequalification

Prequalification for design and construction services is a critical process aimed at ensuring that only qualified firms with the requisite healthcare experience, expertise, and resources are considered for such specialized and sensitive work. This process involves an evaluation of a firm's past performance on similar projects, technical capabilities, financial stability, and compliance with industry standards and regulations. By prequalifying firms, RWJBH can mitigate risks, ensure compliance with stringent healthcare construction standards, and ultimately secure a high-quality outcome that meets the specific needs and safety requirements of RWJBH facilities. This prequalification process is essential for fostering a competitive, transparent, and efficient selection process that prioritizes patient safety, operational efficiency, and the delivery of advanced healthcare facilities.

If you have not worked for RWJBH in the last 6 months, or are new to our organization please complete one of the Prequalification forms below to qualify for future opportunities.

Please note that RWJBH review of prequalification forms may take up to 15 business days to complete and may not be completed in time for an interested firm to bid on a current opportunity within the bid periods listed.

**Please ensure that you have reduced file size as much as possible prior to sending. A submission larger than 5MB cannot be accepted.

Bid Opportunities

RFPs are available ONLY on line via our Kahua platform to prequalified design and construction professionals. Documents are not available for pick-up from RWJBH and submission of paper responses is not permitted.

For existing Kahua account users, please e-mail the RWJBH Planning, Design & Construction Department at RWJBHPlanConstruct@rwjbh.org with the project number and name for RFP access. Even if you are an existing Kahua user you must still be prequalified by RWJBH in order to access the projects in Kahua.

For new Kahua accounts and to request access to the Kahua Platform, please e-mail the RWJBH Planning, Design & Construction Department at RWJBHPlanConstruct@rwjbh.org with the following information to obtain a Kahua account set up.

  • Contact person name, phone number and e-mail
  • Project name and number

Please be aware that only one account per company can be issued to respond to RFPs, therefore, the individual from your company that registers as a Kahua user is by default, your company’s Kahua Administrator and who is permitted to respond to RFPs. There are instructions in Kahua if you wish to change the administrative rights at a later time.

Project Number and Name: 26629 – Emergency Power Plant Phase 2
Project Description: Turner Construction has been awarded the contract for Construction Management services for this project and is seeking bids in preparation of a GMP. Click this link and following the instructions for Turner Construction’s prequalification and bidding process. The project itself consists of the receipt and installation of a 3 MW diesel engine generator into a space that was prepared under Phase 1 (generator furnished by others). Phased removal and replacement of two existing generators and emergency substations and phased removal and replacement of one existing air handling unit (new substation equipment & AHU furnished by others). Furnish and installation two 15,000 gallon above ground fuel oil tanks with associated service platform, pumps, controls and piping to feed generators. Tank service platform will be supported by structural concrete slab on drilled concrete micro pile foundation.
